State police at the Lehighton barracks cited an 18-year-old Kunkletown woman for "confinement of dogs." A 45-year-old female neighbor reported the woman was allowing her dogs to run loose on her property.

The incident happened at 9:15 p.m. Dec. 20 at 398 Dotters Corner Road in Kunkletown.
