D. Cooker, 47, of Kunkletown, was cited by state police at the Lehighton barracks for scattering rubbish. A 59-year-old Eldred Township man said Cooker dumped scrap fencing on his driveway and left.

The incident happened at 3 p.m. Dec. 29 atin the area of 200 Greenzweig Road, Kunkletown in Eldred Township.
