Northern Lehigh School District will not raise taxes beyond its Act 1 index level.

That’s after the school board on Monday unanimously agreed to adopt a resolution to not increase the tax rate above the district’s 3.4 percent index for the 2017-18 fiscal year.In June, the board adopted this year’s $32,223,817 general fund budget, which called for a 1.5 percent increase in the property tax rates.That budget called for a 21.27 millage rate in Lehigh County, and a 63.22 millage rate in Northampton County.Sherri Molitoris, co-director of business affairs/human resources, said at that time the district would use $1,459,000 from its fund balance to balance the budget.Of that, $888,000 was to be for one-time maintenance costs, such as for rooftop repair at the field house, repair of the track, a hot water heater at the field house, and rooftop units at Peters Elementary, Molitoris said.In other action, the board:• Authorized the purchase of a 2011 Dodge Charger to be used as a district police car from Kovatch in Nesquehoning, at a cost of $9,250. Kovatch is a member of the Pennsylvania State Contract Pricing (COSTARS).• Approved a four-year Memorandum of Understanding Agreement with the district’s Licensed Practical Nurses, effective July 1, 2016.• Approved to contract with Karina Ostoich Sheehan as an independent contractor school psychologist for the 2016-17 school year. Sheehan will be employed as a bilingual school psychologist on an as-needed basis to assist the Special Education Department with bilingual assessments and student evaluations. The rate of pay will be $1,600 per student evaluation.• Approved Preston Kucsan, CLIU guest teacher, as a substitute teacher and Holly Carlson as a substitute secretary/aide and cafeteria worker for the 2016-17 school year at the 2016-17 substitute teacher rates.• Appointed Gary S. Fedorcha as the district’s Lehigh Career & Technical Institute representative for the term December 2016 through December 2019.• Reappointed the law firm of Steckel & Stopp as solicitors for the district for 2017 at the hourly rate of $127 per hour for general services, which represents a $2 per hour increase over last year’s rates. Litigation related services will be $145 per hour, and the hourly rate for staff will be $98 per hour, which represent no increase over last year’s rates. The board also approved the retainer fee for 2017 at $2,050, which also represents no increase over last year’s rate.• Granted permission to Bryan Geist to attend the 50th Annual Pennsylvania State Athletic Directors Association Conference from March 21-24 at the Hershey Lodge in Hershey, with the cost of registration $250, and lodging, $563, for a total cost of about $813, to be funded from the district’s Athletic Department budget.
