Monroe approves PMC request to refinance bonds

The Oct. 5 Monroe County Commissioners meeting opened with a public hearing into Pocono Medical Center's request to refinance two bonds totaling approximately $68 million.

The bonds were used to fund the Tax Equity and Fiscal Responsibility Act of 1982, which in part provides medical assistance to children with disabilities under the age of 19 by making them eligible for Medicaid.The two bonds were established in 2007 and 2012 respectively.The refinancing is expected to save the hospital $24 million over the life of the bonds.The commissioners approved the request.Also during the meeting the commissioners opened proposals for an Advanced Media Training for Law Enforcement Command Personnel. The bids were from Media Pros in the amount of $20,000 and CRA Inc. in the amount of $75,000. The commissioners will award the contract at the next meeting.Overtime was approved for the Sheriff's Department and the assessment office.Service purchase agreements were approved for the Children's Advocacy Center of Monroe County for the two years ending June 30, 2017, in an amount not-to-exceed $35,000 per year. A service purchase agreement was also approved for Friendship House through June 30, 2016, in the amount of $50,000, and a purchase service agreement for the same time period with NHS Pennsylvania for $500,000.The commissioners also took the following actions:• Approved budget adjustments in the amount of $164,961, $80,000 of which was a pass through reimbursement for rental of the Career Link Office. The commissioners also executed a new lease agreement on the office;• Reappointment of Anne Sincavage, Nancy Abbott Amici, Susan Cooper, John Ferro, Don Miller and Elaine Rogers to the Monroe County Open Space Advisory Board;• Reappoint Dave Moyer, John Kerrick, Karl M. Weiler and George Struck to the Pocono Mountains Municipal Airport Authority;• Accept a proposal for preventive maintenance on the correctional facility generator in the amount of $1,295;• Approve change orders on the courthouse gutter repair project in the amount of $10,050;• Ratify submission of the 2015-16 Human Services Development Fund and Homeless Assistance Program final report indicating expenditures - (HSDF) $93,507 and (HAP) $50,195;• Execute the 2016 Emergency Management Performance Grant with the PA Emergency Management Agency in the amount of $119,979 for the period of Oct. 1, 2015, through Sept. 30, 2016.
