Willowbrook building plans at Split Rock discussed

Stabilis Capital Management, owners of Split Rock Resort, are planning on completing the Willowbrook Residential program at the resort in Lake Harmony.

Kidder Township supervisors held a hearing Thursday on the proposal.The plan originated in the 1990s while the property was under the management of Vacation Charters LLC and W. Jack Kalins.Under the previous owners, only six buildings were constructed, although the project waspermitted for 14 48-unit time share buildings on the 236-acre tract of land. The original permits have since expired and the project must be re-permitted, according to Joseph Mongeluzi of Momenee & Associates.The project will also need to be approved by Carbon County and the Pennsylvania Department of Environmental Protection. Mongeluzi said the current ordinance requires a greater buffer between the project and some of the natural water features on the property.During the public comment period much of the discussion centered on the incorporation of a trail system and amenities."I know you say that the details need to be worked out," said Lake Harmony Fire Chief Ralph Lennon. "But I would like to see the trail at least wide enough to accommodate an emergency vehicle, even if it is an ATV. Oftentimes we are called on to remove people who get hurt on these trails, and it would help to carry them out."Others were concerned about the addition of another golf course so close to the course that already exists in Split Rock."We have been speaking with Shelly Kalins regularly," said Shane Rensmon, senior project manager for Stabilis. "We aren't looking to compete with the golf course, but to add to it."With the nine additional holes, the golf course at Split Rock Country Club will be 36 holes.Mongeluzi said the plan is to construct one unit per year with the project being completed by 2028.According to Rensmon the rest of the amenities, which include two tennis courts, a basketball court, soccer field and baseball diamond are scheduled to be built after the completion of the fourth unit. The amenities will take two years to complete."The amenities at Split Rock are already overtaxed," said Len Tiscio. "They are starting to show it.""I would think that you would be including a pool," Larry Polansky said.Polansky also suggested that Stabilis consider a convenience store and a community center in the area. The Town Center at Split Rock Resort is about a mile and a half from Willowbrook.The supervisors will review the record as well as the recommendations from the planning commission, the fire and emergency services and the township engineer before making any decisions.
