Kinsley tells supervisors project is delayed, seeks payment extension

Chris Kinsley of Kinsley ShopRite met with the Chestnuthill Township supervisors to request an extension on the next payment due on the Offsite Highway Improvement Fair Share Contribution. The payment is due Saturday.

Kinsley had previously made the request of the supervisors, who agreed to the extension contingent on the completion of the sidewalks and landscaping at the store's previous location on Route 209 just east of Weir Lake Road.Weather, among other issues, has delayed the project, and Kinsley appeared before the supervisors hoping to still obtain the extension."We will be completing the forms by noon tomorrow, and if the weather holds they should be poured by the weekend," Kinsley said."This was all supposed to be completed by October of last year," Chairman Chuck Gould said. "We have spent more time on this than some land development plans. It's just a sidewalk."Gould said that in speaking with the township engineer Chris McDermott and township solicitor Tim McManus, he believed that they had reached a reasonable compromise."We agree with Chris that it is too hot to plant now," Gould said. "It doesn't makes sense to make you do it right now. Also, if you default on the 20th, the township would have to send you a letter and you would have 30 days to comply."We propose we give you till Sept. 20 to get this done."The board voted on the motion and it was approved.Kinsley has already made the first two of the four installments on the agreement. The total contribution from Kinsley when it is paid in full will be $771,212.50."The offsite contribution is important," said Gould. "We use the contribution to improve traffic flow in the areas that really need it, often in the area of the contributor's business."Gould said that the Kinsley contribution is earmarked for a redesign of the intersection of Route 115 and Weir Lake Road.
