The black gnat problem this year is horrendous. The outdoor quality of life is near zero under the onslaught of these blood thirsty pests. The state administers and provides a spray suppression program that vastly reduces the gnat problem. The program is administered in conjunction with individual counties. According to the State's gnat suppression website Carbon County, and its commissioners, declined to participate in the suppression program.

Why are the County commissioners so callous and uncaring of the health and Welfare of it' citizens?
