Eighteen first-time offenders were placed in Carbon County's Accelerated Rehabilitation Disposition probation program last week by President Judge Roger N. Nanovic II.

If a person successfully completes all conditions of the program, their record is wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Anthony M. Quinn, 31, of Jim Thorpe, was placed on a retail theft charge. He was arrested on Jan. 20 at the Jim Thorpe Market by borough police.He was assessed $450 for the cost of the program and ordered to get a mental health evaluation and make restitution to the store for $57.95.Kelly Ann Yurkunas, 39, of Palmerton, was placed on a driving under the influence charge. She was arrested on May 18 by state police at Lehighton along Route 209 in Franklin Township, after being involved in an accident. A test showed the presence of a controlled substance.She was assessed $600 and ordered to render 100 hours of community service and her license suspended for 60 days.Drew Michael Feagley, 27, of Albrightsville, was placed on a DUI charge. He was arrested on Oct. 17, 2015, along Route 903 by state police at Fern Ridge. A test showed 0.09 BAC.He was assessed $450 and his license suspended for 60 days.Steven John Eng, 51, of East Elmhurst, New Jersey, was placed on a DUI charge. He was arrested on Sept. 14, 2015, along Route 903 by state police at Lehighton. A test showed 0.23 BAC.He was assessed $500 and his license was suspended for 60 days.Bradley Robert Masters, 22, of Harleysville, Montgomery County, was placed on a DUI charge. He was arrested on Jan. 1 along Route 209 by Lehighton police. A test revealed the presence of a controlled substance.He was assessed $600 and his license was suspended for 60 days.Petru Niko Hauca, 28, of Brooklyn, New York, was placed on a charge of theft. He was arrested by state police at Lehighton for an incident on Feb. 26 at the Blue Mountain Ski Area gift shop in Lower Towamensing Township.He was assessed $650 and ordered to make restitution of $1,575.Candi Marie Grauvogel, 36, of Lehighton, was placed on a DUI charge. She was arrested on May 27, 2014, along Route 248 by Palmerton police. A test showed the presence of a controlled substance.She was assessed $600 and ordered to make restitution of $611.16 and license suspended for 60 days.Francine McGovern, 67, of Nesquehoning, was placed on a DUI charge. She was arrested on June 7, 2015, at Hazard Square by Jim Thorpe police. A test showed the presence of a controlled substance.She was assessed $600 and her license suspended for 60 days.Walter Leonel Lopez, 27, of Palmerton, was placed on a charge of simple assault. He was arrested on Dec. 28, 2015, by Palmerton police.He was assessed $650 and ordered to make restitution in an amount to be determined by the adult probation office.Savanna Lee Sommer, 19, of Summit Hill, was placed for six months on a charge of possession of drug paraphernalia. She was arrested on Dec. 17, 2015, in the area of 346 Delaware Ave., by Palmerton police.She was assessed $650 and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment.Jose Arberto Lopez, 22, of West Hazleton, was placed on a DUI charge. He was arrested on Sept. 6, 2015, along Pohopoco Drive in Franklin Township by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and his license suspended for 60 days.Douglas James Kuntz, 60, of Lehighton, was placed on a charge of simple assault. He was arrested on Feb. 13 by state police at Lehighton for an incident at 235 Arbor Road in Towamensing Township.He was assessed $450 and zero tolerance was imposed for alcohol use.Terrell W. Gracia, 30, of Blakeslee, was placed on a DUI charge. He was arrested on June 12, 2015, along Route 248 at Palmerton by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and his license suspended for 60 days.Michael Thomas Elliott, 31, of Turnersville, New Jersey, was placed on a DUI charge. He was arrested on Jan. 31 along Route 903 in Penn Forest Township by state police at Fern Ridge. A test showed 0.10 BAC.He was assessed $500 and his license was suspended for 30 days.Randy A. Rice, 23, of Allentown, was placed on a DUI charge. He was arrested July 23, 2015, along Route 248 in Franklin Township by state police Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and his license was suspended for 60 days.Christian George Marcin, 23, of Lehighton, was placed on a DUI charge. He was arrested on Dec. 27, 2015, along Delaware Avenue by Palmerton police. A test showed 0.22 BAC.He was assessed $550 and his license was suspended for 60 days.Christina Marie Obrecht, 30, of Palmerton, was placed for six months on a charge of accident involving damage to attended vehicle. She was arrested on Jan. 30 by Palmerton police for a hit-and-run crash in the 200 block of Lehigh Avenue.She was assessed $450 and ordered to make restitution in an amount to be determined by the adult probation office.Kenneth M. Sessa, 84, of Altoona, was placed on a DUI charge. He was arrested on Sept. 3, 2015, along Delaware Avenue in Palmerton by state police at Lehighton. A test showed 0.15 BAC.He was assessed $500 and his license was suspended for 30 days.Each defendant must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program. Those charged with DUI must also follow all recommendations of their drug and alcohol evaluation.
