Constable's presence at meetings questioned
Bowmanstown Constable Sandy Lizzio has been a paid presence at the past three borough meetings, leaving council members to question why.
"I'm always glad to see him, but why has Mr. Lizzio started attending meetings, is there a threat?" Councilman Robert Moyer asked council President Kara Scott."The problem is meetings were getting out of control and we needed him here to help keep order," she said. "We need to be working together as a team.""So disagreements are not allowed?""Things were getting very disrespectful. It was getting out of control," Scott said.Moyer questioned if Lizzio was providing his services to the borough for free during meetings."No," said Lizzio. The cost for Lizzio's presence is $13."Doesn't it have to be voted on if we are spending money?" asked councilmanDarren Thomas."Where is the cost showing up?" Moyer asked.Assistant secretary Tara Takerer said the cost was being billed under the miscellaneous portion of the budget."When any council person or resident in the room feels they are in danger, do we not have the right to have an officer present to help maintain control?" asked councilman Norman Engle Jr.According to borough solicitor James Preston, if money is spent, council approval is required."I would suggest we don't bring him back," Moyer said. Moyer then made a motion to only have Lizzio present when specifically requested."It was not solely my decision. I just supported it. I am hoping we can streamline our processes to make the meetings less volatile," Scott said."I have a problem with the motion being made. If she feels it's necessary, she has the right to that," Engle said."But not to spend funds," Thomas said."It's an unneeded expense," Moyer said.The board voted four to two with Scott and Engle voting against the motion. Burdell Steigerwalt was absent from the meeting, leaving Pam Leiby, Moyer, Thomas and John Domant in favor of the motion.
