State budget impasse causes $411M shortfall for NL

Due to the lack of a state budget, Northern Lehigh School District will realize a $411,000 shortfall in its own spending plan.

Sherri Molitoris, co-director, business affairs/human resources, informed the school board on Monday that the district is owed that amount in reimbursement from the State Department of Education.Molitoris said the governor's budget zeroed out the line item for PlanCON reimbursement, and was going to be able to give the PlanCon reimbursement through borrowing legislation.But, Molitoris said the current budget that's on the table does not have anything in there, and there is no bill for borrowing legislation at this time."Currently they have no money to give us," Molitoris said. "We will be short $411,000 that is revenue that we put into our budget it looks like currently we are not going to receive in the 15-16 school year."As a result, Molitoris said the district isn't sure how much money it will receive from the state budget."We've been fiscally conservative," she said. "We put a freeze on our spending budget, not knowing how much money we'll be getting from the state."Other mattersIn other business, the board:• Renewed a five-year service agreement with PenTeleData for Dark Fiber Point to Point connectivity between Slatington Elementary School and Peters Elementary School in the amount of $1,350 per month. The contract will run from July 1, 2016 through June 30, 2021.• Acknowledged that teacher Kimberly Filipovits has completed the requirements that would entitle her to a salary increase for the second half of the 2015-16 school year.• Approved Lynn Hager as a social studies substitute teacher for the 2015-16 school year.• Approved Colette Boudreaux, musical choreographer, as a co-curricular volunteer for the 2015-16 school year.• Granted approval for Suzanne Mengel to attend the PDE Conference "Making a Difference: Educational Practices that Work!" Feb. 11-12 at the Hershey Lodge & Convention Center, Hershey, with the cost of registration $120, and meals $57, for a total approximate cost of $177, to be funded from the Slatington Elementary budget.• Granted approval for Allison Chruscial to attend the Pennsylvania Excellence in eLearning Forum April 6-8 at Kalahari Resorts & Conventions, Pocono Manor, with the cost of travel $53.48, which is the total approximate cost, to be funded from the district's curriculum and instruction budget.
