Tamaqua police have cited William Manness, 34, whose last known address was on Rowe Street in Tamaqua, for an incident on Dec. 21.

Officers received a call at 7:05 a.m. from staff at St. Luke's Medical Center, 120 Pine St. They were concerned because a white man, wearing a black bandanna over his face, was staring through the windows.At the scene officers found Manness, who admitted looking through the windows while covering his face with the bandanna. He offered no explanation for his actions and was cited for disorderly conduct.
