West Penn reconsiders extraction ordinance

Just one month after they passed a long-awaited ordinance regulating water extraction, the West Penn Township supervisors have indicated they may make more changes to their regulations.

The supervisors held their annual reorganization meeting on Monday. It was the first meeting for newly elected supervisor Anthony Prudenti, who replaced chairman James Akins.Prudenti made a motion during the meeting to place a moratorium on water extraction in West Penn until he could have a chance to gather more information.New board chairman James Dean asked if that would be possible. Board solicitor Holly Heintzelman was also at her first meeting replacing her predecessor, who had left her a letter indicating that a moratorium would not be legal.The board passed an ordinance regulating water extraction last month. That ordinance was drafted by the township’s previous solicitor.Dean said he had some second thoughts about allowing water extraction in the township’s conservation zoning district.The township is obligated under state law to provide some place for all potential uses, including water extraction.Dean said he now thinks it would be more appropriate in the mining zoning district because of the large number of trucks expected to come to and from the site.Vice chairman Ted Bugarach suggested they change the permitted area to properties located near state routes so the trucks would have minimal impact on township roads.No residents spoke about the water extraction regulations during Monday’s meeting.
