Summit Hill Borough Council re-elects president Kokinda

Officers of the Summit Hill Borough Council will remain status quo for 2016, but a new member was appointed to the Water Authority.

David McAndrew Jr. was placed on the authority by a split vote with Mayor Paul McArdle casting the deciding ballot. He replaces Louis Alexander, the authority's chairman, who was one of five people to apply for the seat.Applying besides McAndrew and Alexander were Joseph Kosalko, a retired borough employee; Bill Kirklosy, the borough's zoning officer; and Brian Yusella.New councilman Dave Wargo made a motion to appoint Kosalko, and it was seconded by John O'Gurek. Another new council member, Karen Ruzicka, joined Wargo and O'Gurek in support of Kosalko while voting "no" were Greg Kosciolek, Billy O'Gurek and Michael Kokinda. With the vote at 3-3, McArdle was called upon for the tiebreaker. His vote was "no."Billy O'Gurek then nominated McAndrew and Kosciolek made the second. They were joined by Kokinda, while the other three council members were opposed. Again McArdle was asked to break the tie, this time voting in the affirmative.Councilman Bill Chapman was absent.Kokinda was unanimously re-elected president of the council.Other officers re-elected, all by unanimous vote, were John O'Gurek as vice president and Chapman as president pro tem.Other positionsOther appointments were:• Attorney Michael Greek as borough solicitor at the rate of $100 per hour.• Carbon Engineering as the borough's consulting engineer.• Joseph Fittos Jr. as chief of police.• Shawn Hoben as fire chief at the rate of $400 per year.• Kevin Steber as the borough's emergency management coordinator at the rate of $300 per year.• William Kirklosky as borough's zoning officer and rental inspector at the rate of $17 per hour.• Scott Beiber as the borough's sewage enforcement officer. William Brior is the borough's sewage enforcement alternate.• Attorney Michael Garfield as solicitor for the Zoning Hearing Board and Planning Commission at the rate of $65 per hour.• Lehigh Engineering as the borough Property Maintenance Code Enforcement.• Named as the borough's representatives on the Carbon County Tax Collection Committee were Billy O'Gurek as the delegate and John O'Gurek as the alternate delegate.• Marc Collevechio was reappointed to the Coaldale-Lansford-Summit Hill Sewer Authority for a five-year term.• Darryl Cunfer was renamed to the zoning hearing board for a three-year term.• James Holmes was reappointed to the planning commission.• Holmes was also reappointed to the appeals board for a three-year term.• Stanley Karnish was renamed to a six-year term on the civil service commission.• Reappointed to two-year terms on the recreation commission were Delores "Jodi" McAndrew, Amber Zuber, Michele Midas and Jamie Shelton.The regular monthly meeting of the borough council will be held at 7 p.m. Jan. 25.
