Carbon County Court - ARDs

Eleven first-time offenders were placed in Carbon County's Accelerated Rehabilitation Disposition probation program on Tuesday by Judge Joseph J. Matika.

If a person successfully completes all conditions of the program their record is wiped clean. However, if they fail to complete it, or are revoked from it, they then would face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Nicole Irene Canzoneri, 39, of Bristol, Bucks County, and formerly of Nesquehoning, was placed for two years on two pending charges. She was placed on a charge of possession of drug paraphernalia filed by Nesquehoning police for an incident on Oct. 30, 2013, in the area of 101 W. Diaz Ave., and for theft for an incident on June 24, 2014, filed by Nesquehoning police for an incident in which she stole jewelry from her mother, Deborah Canzoneri.Matika told Canzoneri that it was unusual for the district attorney's office to let a person enter the ARD on two separate counts, but understood the recommendation was due to the fact she had spent time in a rehabilitation inpatient drug program and is still in the program and receiving counseling. He said based on that he would approve the ARD.She was assessed $650 and ordered to render 100 hours of community service, zero tolerance imposed for drug and alcohol use, and make restitution of $331.Michael Lyle Bliss, 42, of Glenmoore, Chester County, was placed on a driving under the influence charge. He was arrested on May 14 by Beaver Meadows police.He was assessed $550 for the cost of the program and ordered to render 50 hours of community service, and his license suspended for 60 days.Dave Allen Dunner, 47, of Alloway, New Jersey, was placed on a DUI charge. He was arrested on March 1 along Route 903 by Kidder Township police. A test showed 0.29 BAC.He was assessed $550 and ordered to render 50 hours of community service, and license suspended for 60 days.Chandler Adam George, 19, of Lehighton, was placed on a DUI charge. He was arrested on March 6 along Mahoning Drive East by Mahoning Township police. A test showed the presence of a controlled substance.He was assessed $600 and ordered to render 50 hours of community service and license suspended for 90 days.Chad Howard Gerhard, 29, of Weatherly, was placed on a DUI charge. He was arrested on Dec. 26, 2014, by Weatherly police along Main Street. A test showed 0.13 BAC.He was assessed $500 and ordered to render 50 hours of community service and license suspended for 30 days.Emaus M. Hiraldo, 35, of Hazleton, was placed on a DUI charge. He was arrested on March 11 along Interstate 80 by state police at Fern Ridge. A test showed 0.18 BAC.He was assessed $550 and ordered to render 50 hours of community service and license suspended for 60 days.Glen A. Jacoby, 56, of Bethlehem, was placed on a DUI charge. He was arrested on March 15 along Mill Road by Mahoning Township police. A test showed the presence of a controlled substance.He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.Salvatore Lopiccolo, 38, of Coaldale, was placed on a charge of possession of marijuana. He was arrested on April 29 by Lansford police for an incident at the police station.He was assessed $450 and ordered to render 50 hours of community service and to continue his drug counseling.Robert Siu, 30, of New York City, New York, was placed on a DUI charge. He was arrested on Dec. 27, 2014, along interstate 80 in Kidder Township by state police at Fern Ridge. A test showed the presence of a controlled substance.He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.Frank J. Squillace, 67, of Philadelphia, was placed on a DUI charge. He was arrested on March 22 along Route 1003 by Kidder Township police. A test showed 0.15 BAC.He was assessed $500 and ordered to render 50 hours of community service and license suspended for 30 days.Leah Marie Terracino, 40, of Weatherly, was placed on a DUI charge. She was arrested on March 14 along Plane Street by Weatherly police. A test showed 0.16 BAC.She was assessed $550 and ordered to render 50 hours of community service and license suspended for 60 days.Raeanne Jean Whitaker, 49, of Tamaqua, was placed on a DUI charge. She was arrested on April 26 along Catawissa Street by Nesquehoning police. A test showed 0.21 BAC.She was assessed $550 and ordered to render 50 hours of community service and license suspended for 60 days.Each defendant must also pay court costs of about $1,000, and a $50 per month supervision fee while in the program.
