Chestnuthill to take sign inventory

Matt Neeb, Planning/Zoning Director for Chestnuthill Township addressed the board of supervisors and residents in attendance, on the township's attempt to create a commercial sign inventory. The inventory is the first step in taking an active role in enforcing the existing commercial sign ordinance.

"This isn't about the fines," said Vice Chairman Chris Eckert. "It's about compliance. We are not about going out and hassling businesses."Neeb made it clear that the focus would be on prohibited signage."The township wants to engage businesses, in a positive way, in an effort to reduce sign clutter," Neeb said.There are three types of prohibited signs: portable, pennant and snipe. Pennant signs are becoming more common and may be permissible under the "temporary" provisions of the ordinance. Temporary signs require a permit and are only allowed for 30 days.Snipe signage refers to any sign that is nailed or tacked to a utility pole, post or stake in the ground.The supervisors stressed that this is a townshipwide effort and would not be selective.Any commercial entity that has concerns about their current signs can find information on the township web page under the Zoning Ordinance 119 section 57 and 59.The township also adopted two revised ordinances. Ordinance 2015-06 revises the existing stormwater ordinance. The revision mainly deals with the responsibility of the landowner in maintaining stormwater related areas situated on their property. The ordinance also gives the township greater authority to enforce the provisions.Ordinance 2015-07 revises the burning ordinance. The revision gives the township manager the authority to put a burn ban in place upon recommendation of the fire chief. The old ordinance required the board to meet and vote on placing the ban.Line painting on holdThere remains an issue with regard to line painting township roads. There is currently no contract in place under the Council of Governments for line painting for 2015. In 2014 the price under COG was 0.188 per linear foot.Chestnuthill received three bids recently, the lowest was for 0.376 per linear foot. The non-COG 2015 price is double last year's price. The board agreed to put line painting on hold until there is a contract under COG that is more reasonable and the township has a better idea of exactly which roads need to be striped.Merwinsburg HotelAs a result of a recent rainstorm, the roof of the Merwinsburg Hotel garage was damaged. The township uses the garage to store some equipment and would like to see the roof repaired. Harvey Burger had submitted a bid to repair the roof, but later asked if the township would purchase the material, as it would save on the cost of the repair.The supervisors were not opposed to the request but would like Burger to submit a revised labor-only proposal. The board agreed that to save time they would table the motion and revisit it during the bill pay meeting on Aug. 24.The board agreed to cancel the second supervisors meeting for August.
