Timeline of state budget events

March 3: Gov. Tom Wolf gives his inaugural budget address, calling for a $30 million state budget that would raise the sales tax 0.6 percentage points and broaden it to include more services, raise the personal income tax 0.7 percentage points, cut some business taxes while eliminating corporate tax loopholes, and enact a severance tax on natural gas production.

June 27: The state House passed a Republican-crafted $30.1 billion budget that keeps taxes level while increasing spending by 3.6 percent. The budget included $100 million for basic education and $20 million for special education. It also included $220 million annually that would have resulted from liquor privatization.June 30: Wolf vetoes the entire budget sent to him by the General Assembly, marking the first time in modern history a governor has taken such action. Wolf said the plan failed to include a massive restoration of education dollars.July 2: Wolf vetoes a liquor privatization plan that would have allowed beer distributors, some grocery stores and holders of restaurant liquor licenses to sell wine and liquor to go.On the same day, he vetoed a school funding bill that would have set a new basic education funding formula in motion.July 9: Wolf vetoes a pension reform bill that would have created a 401(k)-style retirement plan for new public employees. Supporters said the reform would have helped over $50 billion in unfunded pensions for state workers. "I understand the need for pension reform, but this legislation provides no immediate cost savings to taxpayers and does not maximize long-term savings for taxpayers," Wolf said. "We need pension reform that works."Wolf supports a $3 billion bond issue to help trim the obligations.Jarrad Hedes
