Ten admitted to ARD program

Carbon County Judge Joseph J. Matika last week admitted 10 people into the Accelerated Rehabilitation Disposition probation program for first-time offenders. They do not admit guilt, and their records may be expunged upon successful completion. They all are required to pay court costs and fees.

Kellyanne M. Shinn, 39, Philadelphia: Charged by Lansford police with receiving stolen property. Matika admitted her to the program for one year. She'll pay $450 to offset the cost and perform 50 hours of community service.Amy M. Craig, 39, Summit Hill: Charged by Summit Hill police with passing bad checks on Sept. 22, 2014. Matika admitted her to the program for six months. She'll pay $650 to offset the cost and perform 25 hours of community service. She'll also pay $377 restitution to Evans Coal.Tyler Kokinda, 21, White Haven: Charged by state police at Fern Ridge with DUI on April 13. Matika admitted him to the program for one year. He'll pay $500 to offset the cost and perform 50 hours of community service. His license was suspended for 30 days and he must successfully complete Alcohol Highway Safety School.Dawnellen McKeegan, 52, Lansford: Charged by Mahoning Township police with DUI on March 15. Matika admitted her to the program for one year. She'll pay $500 to offset the cost and perform 50 hours of community service. Her license was suspended for 30 days and she must successfully complete Alcohol Highway Safety School.Paula K. Warner, 51, Jim Thorpe: Charged by Mahoning Township police with DUI on Dec. 18, 2014. Matika admitted her to the program for one year. She'll pay $550 to offset the cost and perform 50 hours of community service. Her license was suspended for 60 days, she must successfully complete Alcohol Highway Safety School and comply with treatment.Norman Borger Jr., 62, Effort: Charged by Nesquehoning police with terroristic threats and simple assault on Jan. 5. Matika admitted him to the program for one year. He'll pay $650 to offset the cost and obtain a mental health evaluation.Alexandra Leigh Casares, 23, Mount Pocono; charged by Mahoning Township police with retail theft and conspiracy on April 30. Matika admitted her to the program for one year. She'll pay $450 to offset the cost and perform 50 hours of community service. She is also required to undergo a drug and alcohol evaluation and stay out of the Walmart store in Mahoning Township.Kenneth Monks Jr., 33, Lansford: Charged by Lansford police on March 28 with criminal trespass, terroristic threats and disorderly conduct. Matika admitted him to the program for one year. He'll pay $650 to offset the cost and perform 50 hours of community service. He was also ordered to undergo drug and alcohol and mental health evaluations.James L. Yenca Jr., 27, Jim Thorpe: Charged by Nesquehoning police with disorderly conduct on March 25. Matika admitted him to the program for six months. He'll pay $450 to offset the cost and perform 25 hours of community service.Kevin C. Franey, 32, New Jersey: Charged by state police at Fern Ridge with possession of a small amount of marijuana on March 20. Matika admitted him to the program for one year. He'll pay $450 to offset the cost and perform 50 hours of community service.
