State lists Victorian Manor violations

The Department of Human Services, which regulates personal care homes housing more than three people, listed the following violations for Victorian Manor in Lehighton. Owner Jennifer Bachert says the problems were all corrected, but not within the state's times frame.

Matt Jone, director of the Bureau of Human Services Licensing. listed the following violations: insufficient staffing; not having staff with cardiopulmonary resuscitation certification on site; failure to train staff in required areas within 48 hours of employment; no general orientation for ancillary staff; direct care staff not completing DPW's direct care staff training and competency test prior to working with residents; and direct care staff not completing the required 12 hours of annual training.Also, there was no staff training in 2014, Jones says. Other violations included unsanitary conditions; hot water temperatures that were over 140 degrees (120 degrees is the maximum); several fire safety violations, including failure to notify the local fire company of the home's evacuation needs; incomplete fire drill logs; fire drills not completed in approved time frames; no "sleep time" fire drills; extra staff was on duty when the home conducted fire drills (they should be done with only the usual staffing); resident medical evaluations were not done; there were unlocked medications and expired medications; failure to follow narcotic control practices; incomplete medication administration records; failure to follow physicians' orders on medications; administering insulin without training; residents not informed of their rights; incomplete resident assessments; and unmet documentation requirements.
