A Monroe County man has been cited following an incident that occurred on Jan. 31 at 5:42 a.m. along Echo Lake Road in Pocono Farms, in Tobyhanna.

Pocono Mountain Regional police said officers were dispatched to that area to a report of a man knocking on doors asking the residents to call police. The male told the residents he had been assaulted.Officers arrived on scene and made contact with Vincent Moffatt, 35, of 199 Echo Lake Road, Tobyhanna. Moffatt had visible injuries on his face and head and was intoxicated. Moffatt was also uncooperative with officers when questioned about his injuries.Emergency medical personnel arrived to treat Moffatt, but he refused. Moffatt was told he was going to be placed under arrest for public drunkenness, at which time he agreed to be transported to a hospital. Moffatt was taken to the hospital with the criminal count filed against him.
