Weissport secretary to mail garbage bills

Weissport Borough Council is likely hoping the rest of the year goes more smoothly than Monday night's borough council meeting did.

At the start of the meeting, tax collector Theresa Troutman brought in two boxes of materials and sat them, without explanation, in front of secretary Jillyann Sterling.As Sterling browsed through the contents, she saw there were some office record keeping items as well as some blank window envelopes.Sterling explained that Troutman had been mailing annual garbage bills, but no longer would do this since she wasn't being paid for the job.When Sterling looked at the envelopes, she saw they have 33-cent postage on them. First-class postage hasn't been 33 cents since January 2001. It is presently 49 cents.Sterling also said she doesn't have a list of the property owners in the borough to send bills. She was directed to get a list from Troutman.The garbage bills are mailed early in the year. Residents have the option of making annual or semiannual payments.The planned reorganization of the council was the first agenda item.The council said the reorganization was supposed to be done by Mayor Jonathan Glenn Troutman, the tax collector's husband.The mayor didn't attend the meeting.It was finally decided that since it hadn't been an election year, reorganization wasn't necessary. The council voted to keep the present officers, which are Gene Kershner, president, and Susan Pywar, vice president.Kershner agreed to retain the existing committees.They are: finance committee, Pywar and Kershner; park and recreation, Pywar and Brenda Leiby; police and safety, Paulette Watson and Leiby; street and flood levee, Watson and Arland Moyer; and property, Kershner and Moyer.Then came another complication. Kershner was to appoint representatives to various boards, including the borough's municipal authority and planning commission.Sterling said she doesn't know whose terms expires on the various boards because the auditors for the borough have taken away the minutes for the annual audit.Kershner reappointed Greg May to the planning commission.Kershner was appointed to the Carbon County Tax Consolidation Committee, with Pywar named as alternate and Moyer the second alternate.Sterling said she has been keeping office hours each Monday to accommodate members of the public who might have questions about permits and other borough matters.Pywar urged her to keep a list of the duties she's performing while working in the office.
