The West Penn Township board of supervisors repealed a 1998 ordinance allowing its fire companies to bill insurance companies to recoup expenses incurred at emergency scenes.

The definition of "extraordinary expenses," referenced in the ordinance, has been questioned by the board. Chairman Edward Dudley said, "It just didn't work out the way it was written" as the board voted unanimously to rescind the ordinance.In 1998, the West Penn Andreas Fire Company No. 1 was the township's official fire responder. A new fire company, West Penn Township Fire Company No. 1 has since replaced the Andreas company as the official responder.
