A Carbon County man has been cited for scattering rubbish.

State police at Lehighton have charged Edward Anthony Norato II of Jim Thorpe with dumping trash on a lawn at 106 Unionville Road in Penn Forest Township, Jim Thorpe, at 11 a.m. on Nov. 22.
