A Tamaqua woman has been cited after her 3-year-old son was found wandering outside, clad only in a diaper and a lightweight jacket in 21 degree weather.

Police were called to the 300 block of East Elm Street at 8:35 p.m. Monday and met with a woman who had placed the child in her vehicle to keep him warm.She knew the child and identified his residence at 539 E. Elm St.Officers went to the door of the home and knocked, loudly, several times, with no answer.As they turned to leave, Naomi T. Ellison, 32, opened the door.When asked if she knew where her 3-year-old son was, she replied that he was supposed to be in bed with her.When told he was walking around outside, she said he must have broken the latch on the bedroom door.Schuylkill County Children and Youth Services were notified of the incident, as was Ellison's probation officer. She was charged with endangering the welfare of a child.
