Solar park expansion plans need work before approval
A proposed solar park expansion project in the borough of Nesquehoning is in the works.
But there is a lot that needs to be done before the project can begin. On Tuesday, the Carbon County Planning Commission recommended conditional plan rejection for phase two of a solar park within the borough limits, located along Fourth Hollow Road, on land behind the Hauto Valley Estates.Ivan O. Meixell, county planner, said the plans didn't give specifics on what was included in the development other than that it would be on 102.48 acres. No details on the company completing the project, as well as how many panels and how much it will cost were released at this time. The previously completed phase of the solar park, which was constructed by Green Energy Capital Partners of Conshohocken and operated by Con Edison Development Inc., sits on 55 acres and contains 39,600 panels.Meixell said that the plan "lacks preliminary plan requirements of the Nesquehoning Borough Subdivision and Land Development and zoning ordinances."He pointed out that a special use permit is required by the Nesquehoning Zoning Board; incorrect facts and figures on the plans; and the control and visitors center, which were proposed in phase one of the project have never been completed and an explanation, other than cost constraints, is needed for why it has not been constructed. An engineer for the project was present at the meeting, but would not go on record at this time when asked details about the project. The plans must also now go before Nesquehoning Borough. In other matters, the Lehighton Area School District received plan approval for its proposed stadium construction project. The plan was received a rejection recommendation by the planning commission last month.Meixell said that the plan, which calls for replacing the existing athletic grass field at 1000 Union St., with an artificial turf field; constructing a visitors grandstand, home grandstand and press box, a 62-foot by 260-foot field house and a 42-foot by 74-foot restroom/maintenance building; and creating off-street paved parking and grass overflow parking areas, has been updated and the issues had been addressed.A few minor issues still remain, but Meixell said the plan complies with preliminary/final plan requirements of the Lehighton Borough Land Development Ordinance. The planning commission also recommended conditional plan approval for a proposed subdivision at the intersection of Mahoning Drive East and Fredericks Grove Road in Mahoning Township. The property is owned by Dennis T. Yenser, Drew B. Yenser and Renee Ann Schoch. The plans call for subdividing and combining a total of four lots on the property.
