Schuylkill County Controller Christy Joy wants the $200,000 in the prison commissary account back in the county's coffers.
The account, fed by money collected from the sale of snacks to inmates, is being handled well, he said at a county prison board meeting Wednesday, but should be folded into the county's general fund. The law that required counties to use commissary funds for the benefit of inmates changed in 2004.Joy said the fund should have been shifted to the county's general fund then, but was not.The change means the money could be spent for other purposes. He plans to meet with other officials, including Warden Eugene Berdanier, to discuss the matter, and may in November move to take the money back into the general fund.He said his office and the finance office have been reviewing various funds, and "we're trying to figure out why it exists independently of the general fund."The fund is audited each year, and there are no problems."There's not much activity there. In the last year, the money's been going up. It's not like it's being spent willy-nilly," Joy said."It's not that anyone did anything wrong in the past, it's just that we are now aware of it, so let's take a look at it," Commissioner George Halcovage said.
