Michelle Elkins, 40, of Effort, has been cited by state police at the Fern Ridge barracks on a charge of harassment.

Police said the charge was filed after an incident at 6:51 p.m. Aug. 10 at 1723 Bluegrass Lane in Effort.The victim is Krista Goggin, 42, also of Effort.Police said it is alleged that Elkins scratched and struck the woman in the face during an argument at the above location.
