At 4:58 a.m. on July 13, the Pocono Mountain Regional Police responded to a report of fireworks being set off at Hunter Drive and Winchester Lane in Pocono Summit.
The police observed a group of people at the intersection lighting off fireworks. Police made contact with the group, and observed they were the same individuals from a previous incident involving fireworks on Route 611.Police identified Neil Toussaint, 23, of Brooklyn, New York, as the one in charge of the party. Toussaint was advised to take the group to the residence where he was staying. He was charged with disorderly conduct.
