Towamensing Township Board holds bond money on barracks

Towamensing Township decided not to release bond money for the developer of the state police barracks site.

Engineer Greg Haas said Steve Parisi of Falling Creek Investments, developer of the site, asked for a site inspection to verify what was done. He wants some of his bond returned."Some things are different from the plan and others were not on the plan," Haas said.There is $90,000 remaining in the fund. Haas said there was enough completed that $17,000 could be released."I think he will be in requesting modifications to the plan," Haas said. "I told him he had to do what was on the plan."Parisi has until Aug. 15 to complete the plan. If he does not want to finish it as planned, he has to go back to the planning commission with a new design.Supervisor Guy Seifert said the trees are not what were required.Supervisor Penny Kleintop, chairwoman, said the fencing looks terrible and the retention pond is not correct.Haas said the grading is different in the rear of the lot and Parisi put in fill. He said there is river rock around the building instead of grass.Seifert made a motion to deny release of any money and to give Parisi 45 days to complete the work according to the plan, or the township will call the bond, based on non-compliance with the plan or directives from Haas in a letter dated June 28.Supervisor Tom Newman, vice chairman, said a letter should be sent to Harrisburg about non-compliance.Seifert said a copy of the ordinance should be sent to Parisi.Work neededon softball fieldThe township received some calls that the softball field will need several triaxle loads of fill. Haas said the field is not in playable condition. The infield needs fine grading. There are weeds and bare spots in the outfield.The field needs mowing and reseeding and will probably not be ready for play until spring.Haas said some people are needed with rakes to help get the field in shape.Joyce Borger, a softball parent, said some people would have showed up if they knew they were needed.Newman asked if they were getting support from the league. Kleintop said she had a conversation with Todd Shupp, coach for the U-14 team.Roadmaster Scott Mosier said he would help on his own time and Seifert said he could use township equipment. Newman said the parents are not hearing the correct information.Borger said Jason Green, softball president, would be the first person to talk with followed by Shupp.Other businessIn other business, the township will not pay for insurance on search and rescue equipment donated to the Towamensing Fire Company until supervisors know if there are people in the company who are trained to use it.Kleintop said several calls were made concerning the torn flag near the firehouse. She was disturbed because it had not been replaced by July 4. She said according to the agreement they were to have been replaced every three months.Lora Nothstein reported on the Greenzweig School. There is fencing around two sides. Inside the school carpenter ants and beetles are destroying the wood. One pest removal quote is $600, but more quotes will be requested.She said the recipe book fundraiser for the school should be ready for the printer at the end of the month.
