Junk on Troxell property discussed

After a brief executive session to discuss property acquisition and personnel, the East Penn Township Board of Supervisors met Monday.

Similar to last month's meeting, several residents again expressed dissatisfaction with what they call "junk" on property owned by Clair Troxell, including sound wall barriers well over 6 feet tall leaning on a tree and older trucks and trailers parked longer than 30 days on nearby "community center" property.Solicitor James Nanovic said last month that the township was told they would only be there for 30 days.Chairman Dean Kercsmar asked township secretary Deanna Cunfer to send a letter to Troxell informing him the trucks and trailers need to be moved. The township has been in litigation on and off with Troxell for over a decade, with the next court date set for Aug. 20."August 20 … we're done, 100 percent done. We followed every legal avenue we have to follow, and that's it," Kercsmar said.Carl Faust, building code official, UCC inspector and alternate zoning officer, said Troxell had contacted him to ask about permits in regard to the sound wall barriers.Later, Kercsmar announced that the 2014 full depth reclamation road project bids were opened at 2 p.m. on July 1.He then made a motion to award the bid to Mt. Carmel Stabilization Group, of Murrysville, for $88,515.75, contingent on receipt of proof of CDL drug and alcohol compliance, a performance bond and payment bond in 100 percent of the contract amount within 20 days of the contract award date. The motion was unanimously approved. The board also unanimously approved the rescinding of the Jan. 6, 2014, playground rental motion and authorized the recreation board both to conditionally accept cash rental payments and also to require a nonrefundable down payment of half the rental fee.Several public announcements were also made, including that the board and staff will no longer process anonymous complaints, and that if anyone is interested in receiving fill or dirt from shoulder work, they should contact the municipal office or roadmaster to be added to the list. Also, the board said a police warning is in effect for scam phone calls and warned residents not to provide personal information to callers attempting to access their identity, financial data or computer files. In addition, the township office will be closed July 28 and the week of Aug. 4 through 8, and the August board of supervisors meeting will take place at 5 p.m. Aug. 11, with the planning commission meeting to begin that same day at 7:30 p.m.
