911 center contracts approved in Schuylkill County

Poised to embark on a new fiscal year, Schuylkill County commissioners on Wednesday gave the green light to a number of contracts.

They included approving a $12,260 per month, one-year agreement between the county 911 center and Essentials Management Solutions of Pottsville for general consulting support services, and a $7,000 per month agreement for project management services.The contracts run from July 1 through June 30, 2015.Another $15,000, three-month contract with Essentials Management Solutions will provide for the preparation of the center's triennial plan. The contract runs from July 1 through Sept. 30.Commissioners also approved a one-year, $274,023 contract with Greens Communications, also of Pottsville, for a service maintenance agreement for the 911 phone system, which was installed in November 2007.The contracts are funded through a 2012 bond issue and support a $16 million 911 center system upgrade that began that year. The work is expected to finish by October, said county administrator Mark Scarbinsky.The actions "reflect the consolidation of a few different contracts for general consulting assistance which involve the implementation of the new system at 911 to include the fund management, tower management, and also the radio maintenance management," he said.Commissioners also approved one-year contracts for providers for the Children and Youth Services agency:• Avanco International, Fairfax, Virginia, for research analyst at a per-unit rate of $54.50; senior programmer analyst at a per-unit rate of $78.70; project director at a per-unit rate of $125.• Schuylkill Intermediate Unit, Mar-Lin, for day treatment at a daily rate of $135.• Berks Counseling Associates, Wyomissing, Berks County, for individual therapy at a per-unit rate of $125; court appearance/testimony at a per-unit rate of $200; psychological evaluation at a per-unit rate of $400.• Center for Arson Research, Lafayette Hill, Montgomery County, for travel at a per-unit rate of $0.52; arson evaluation at a per-unit rate of $200.• ReDCo, Pottsville, for SEED (non-face-to-face) at a per-unit rate of $8.50; travel at a per-unit rate of $11.26, case management and counseling at a per-unit rate of $16.56.• Community Solutions, Windsor, Connecticut, for supplemental rate at a daily rate of $22; CCBH at a per-unit rate of $44.33; psychological evaluation at a per-unit rate of $250.• Behavior Specialists, Milton, Northumberland County, for ARRTS program at a per-unit rate of $4.22.• Hoffman Homes, Littlestown, Adams County, for clothing and incidentals at a daily rate of $5, CCBH North Central at a daily rate of $243.76.Commissioners also approved additions to one-year contracts that end on June 30.• Vision Quest National, Downingtown, Chester County, for Blue Ridge Academy at a daily rate of $310.• Safe Guards specialized foster care program, Reading, Berks County, for risk assessment independent living at a daily rate of $148.74. This is a 5.07 percent reduction from the current rate.
