State police at the Fern Ridge barracks have arrested Ricardo Martin Vigo, 33, of Effort, on a charge of scattering rubbish.

Police said the charge stems from an incident at 6:40 a.m. May 17 at the Country Gas and Convenience Store, Route 715, Stroudsburg.It is alleged Vigo arrived at the location and dumped household trash in the victim's dumpster before fleeing the scene.
