A Summit Hill man was charged for scattering rubbish in the borough.

According to Summit Hill police, officers observed numerous piles of ashes being dumped throughout the borough during the winter months.An investigation revealed that Edward Penberth, 82, of 310 W. Ludlow St., was scattering the ashes.Penberth is charged with several counts of scattering rubbish.
