Lehigh Valley Railroad police have been given strict orders to break up bootlegging of coal as practiced at the expense of the company by coal thieves.

For some time coal trains have been boarded by the thieves and coal loaded into bags and thrown along the track, where later it was picked up, carted off and sold to buyers in bag or load lots on a 35 cent per bag basis.
