Flagstaff hotel plan goes back to drawing board

A proposed three-story hotel and land development plan on Flagstaff Mountain in Jim Thorpe needs some work before it can become a reality.

During the Carbon County Planning Commission meeting Tuesday, the board reviewed the plan, submitted by Surreal Properties Inc., for the development.Prior to the review, Tim Markley, president of Surreal Properties and the owner of Flagstaff Ballroom, explained that initially, the proposed plan called for a five-story, 78-room condominium hotel on the site, but he felt that was too large for the area.He now hopes to build a 23,760-square-foot, 37-room boutique hotel on the 30-acre parcel to compliment the current ballroom and give guests to the ballroom a place to stay after events. A restaurant and meeting room overlooking Jim Thorpe would be built into the hotel as well."I see my property as a two-legged stool," Markley told the commission. "It needs some hospitality rooms there to stand up."He explained that there is a current issue with the property boundary agreement ordered by Carbon County Judge Roger N. Nanovic. All parties have signed off except one former developer, who is not a property owner.Markley added that he plans to petition the court to get the developer removed.Following comments, county planner Ivan O. Meixell Jr., went through a number of areas within the plan that do not meet current Jim Thorpe Land Development Ordinances, including outlining needed permits, sewage, water and lighting plans, and other updated details with regards to the current plan.Meixell recommended that the commission recommend conditional plan rejection until all comments and plan deficiencies are addressed and resolved.He told Markley that as soon as everything is fixed, the commission can sign off on the plan.The proposed development plan now goes to Jim Thorpe Planning Commission for review.The development of a hotel on Flagstaff Mountain has been in the works since 2007, when Markley approached the commission with a plan to develop a 78-unit hotel at the site. That plan received preliminary approval at the time.In February 2008, Jim Thorpe Borough Council rejected Surreal Properties' plans on the grounds of a legal technicality.In August 2009, the Jim Thorpe Planning Commission suggested that Surreal Properties get a letter from the county planning commission, stating that the plan still meets criteria for approval and would not have to return for review before preliminary approval from the borough was given. The county planning commission said that the letter would not be given.In September 2009, the Jim Thorpe Borough Council rejected Surreal Properties and Flagstaff Resort Land Holdings' request for conditional preliminary plan approval for the property.At that time, Jim Thorpe borough solicitor James Nanovic told the company that he had spoken to Charles Smith, the county planning commission solicitor, and was told "the county would only review the plans again if the borough specifically requested it."That action sent the project back to the starting point.
