Two New York state residents are facing charges following an incident that occurred about 9 p.m. on Saturday, Feb. 15, along Route 209, just south of the turnpike interchange in Franklin Township, Carbon County.
State police at Lehighton said troopers stopped to assist a disabled motorist at that location. After a further investigation the operator of the vehicle, identified as Timothy Ryan Blodgett, 27, of Endicott, was arrested for driving under the influence of a controlled substance. He was transported to the Lehighton hospital for a blood test, which he refused.A passenger, identified as Joseph James Cascio, 33, also of Endicott, was arrested and charged with possession of drug paraphernalia.
