Eugene Blaney, 67, of Polk Township, has been cited by state police at the Lehighton barracks on a charge of harassment.

Police said the charge relates to an incident at 3:10 p.m. Dec. 5 in the area of the intersection of Arrow Lane Road and Twin Lake Drive in Polk Township.The victim is a 17-year-old male resident of the township.Police said it is alleged Blaney spit on the victim and threatened to cause him harm.
