State police at the Frackville barracks said Thomas Colton, 64, of New Philadelphia, was cited for harassment after an incident at 8 p.m. Dec. 22 on Water Street in New Philadelphia.

Police said the victim is a 36-year-old woman from the borough, who told police the accused subjected her to physical contact during a domestic dispute.
