Rush Township Police charged Justin R. Moyer, 27, of Tamaqua with driving under the influence of alcohol following an incident on Nov. 3. Moyer was stopped for a traffic violation at 11:12 p.m. on Mahanoy Avenue.

He refused to submit to a blood-alcohol test.
