Emily Hoehne, 23, of 117 W. Bertsch St., Lansford, faces charges from an incident which took place at 1:55 a.m. July 31 at Centre and Bertsch streets in the borough. Hoehne is charged with two counts of driving under the influence and careless driving.

According to an affidavit of probable cause, Det./Sgt. Jack Soberick and Officer Joshua Tom responded to a report of an erratic driver at that time in the area of Springgarden and East Ridge streets.Mahoning Township Officer Amie Barclay had been assisting borough police with a drug arrest. While leaving the borough on Springgarden, she reported that she had almost been hit head-on by a vehicle that was turning on to East Ridge Street. Barclay said the driver was a female, and that she was following the car.At the intersection of West Ridge and Klock's Hill, Soberick saw a car approaching at a higher-than-normal rate of speed. He was able to pull behind the car, a Saturn, and saw it turn south onto Centre Street, going so fast the tires squealed.Once on Centre, he writes in the affidavit that he saw the passenger door open, and it appeared that the passenger was going to exit despite the fact that the car was still moving.After crossing Route 209 (Patterson Street), the passenger door closed, and the car continued to West Bertsch Street, where it was stopped.As Soberick approached the driver's side window, he alleges that he could smell a strong odor of alcoholic beverage coming from inside the car. He obtained from the female driver a valid Pennsylvania photo identification license, identifying the driver as Hoehne.He asked her to exit the car and walk to the rear. He saw that she walked with an unsteady gait, and, as he continued his conversation with her, that her eyes were glassy, and she was excessively talkative.Hoehne was asked to submit to field sobriety tests consisting of one-leg balance, finger to nose touch, and a nine-step heel-to-tie walk and turn. She was also told that Soberick's verbal instructions were important and that she was not to begin a test until instructed to do so.Each test was carefully explained and demonstrated, but Soberick had to repeatedly instruct her to wait and to not follow along, he states. After each demonstration and explanation, Hoehne stated that she understood the test.However, she was unable to successfully complete any of the tests, demonstrating poor balance, an inability to follow instructions, failing to touch her nose with the tip of her finger, and a complete inability to walk in a heel-to-toe fashion.Hoehne was arrested and taken to St. Luke's Miners Memorial Hospital, Coaldale, for testing.Her blood alcohol level was 0.195 percent. The established minimum blood alcohol level for impairment is 0.08 percent.
