Major H. L. Costenbader, Nesquehoning, is among the 22 U.S. Air Force officers who have been enrolled in the Air Force Research and Development Management program at the University of Southern California for the last two years who will be awarded their Master's degrees.

Trailed by USC's Graduate School of Business Administration, the officers who range in rank from captains to lieutenant colonels will be Masters of Business Administration upon graduation.
