An Allentown man, who served as a consultant for the Borough of Tamaqua, is facing federal charges for allegedly defrauding the Department of Housing and Urban Development (HUD).
David Unterberg, 52, owner of Community Programs Inc., allegedly submitted fraudulent invoices to HUD, as part of Tamaqua Borough's Community Development Block Grant Program (CDBG). Unterberg sought reimbursement for expenses and wages related to two conferences he never actually attended, according to the complaint.The incidents occurred between May 2010 and December 2010. Unterberg served as the borough's CDBG consultant for several years.The HUD funded program provides funds for a variety of community purposes in addition to providing reimbursement for administrative costs.Criminal charges were filed in late June by U.S. Attorney Peter J. Smith of the U.S. Attorney's Office for the Middle District of Pennsylvania following an investigation conducted by The HUD Office of Inspector General and the Office of the Auditor General of Pennsylvania.The charges will be heard before a judge in U.S. District Court in Scranton.
