West Penn man promoted by PSP

State Police Commissioner Frank Noonan has promoted Brian S. Tobin of West Penn Township, Schuylkill County, to captain and assigned him as the director of Tactical Operations Division with the Bureau of Emergency and Special Operations.

Captain Tobin most recently served as the Patrol Section Commander of Troop N, Hazleton.A native of Philadelphia, Tobin enlisted in the state police in 1988. Following his training at the State Police Academy, he was assigned to Troop N, Fern Ridge.As he progressed through the ranks, Tobin also served at stations in Troop N as a Crime Unit Supervisor, Bloomsburg Station Commander; and in Troop M as Commander of the Criminal Investigation Section. He was promoted to corporal in 1999, to sergeant in 2002, and to lieutenant in 2010.Tobin is a 1983 graduate of Tamaqua Area High School and a 2010 graduate of Albright College.Tobin and his wife, Christine, reside in Schuylkill County.Noonan also promoted Jeffrey E. Friedel of Palmyra, Lebanon County, to captain and assigned him as the Director of Investigation and Operational Support Division within the Bureau of Forensic Services.Friedel most recently served as the Assistant Director of Investigation and Operational Support Division within the Bureau of Forensic Services.A native of Harrisburg, Dauphin County, Friedel enlisted in the state police in 1991. Following his training at the State Police Academy, he was assigned to Troop L, Frackville.As he progressed through the ranks, Friedel also served at stations in Troop L, Troop H and in various positions within the Bureau of Forensic Services. He was promoted to corporal in 2002, to sergeant in 2006, and to lieutenant in 2010.Friedel is a 1988 graduate of Central Dauphin East High School and a 1990 graduate of Harrisburg Area Community College.Friedel and his wife, Vickie, have two sons: Connor and Christian.
