Action taken on 2 subdivision plans for Eagle Rock resorts

Action was taken on two subdivision plans of Eagle Rock Resorts Company, Hazle Township, Luzerne County, located in North Union and East Union townships in Schuylkill County by the Schuylkill County Planning Commission at its monthly meeting held at the courthouse in Pottsville.

Final approval was given to the subdivision plan known as AW South Section of Eagle Rock Resorts in North Union Township to establish 51 single and multi-family residential lots with improvements costs estimated at $464,163.13.The board approved a waiver request for turn around of the cul-de-sac street to have a radius of 40 feet and a right-of-way of 50 feet. The county ordinance states a proposed cul-de-sac street should have a minimum paved radius of 50 feet and a minimum right-of-way of 60 feet. A waiver was also granted to install overhead utilities. The county ordinance requires underground utilities.The board denied a waiver to place lots with steep slopes. The county ordinance states that areas characterized by slopes in excess of 25 percent shall not be developed. The waiver request was for land slopes greater than 33 percent.The board gave conditional approval to the Algonquin Valley Subdivision in North Union Township to establish 133 single and multi-family residential lots with the estimated improvement cost at $1,061,967.16. They have 90 days to complete the plan. The board ruled they need permits from Department of Environmental Protection for the outfalls of swales and construction guarantees.The board noted Brinkas Associates Inc., notified the board it is submitting an application to DEP for intake and outfall structures for the two subdivisions.The subdivision plan of Ronnie L. and Anita L. Bixler, Eri R. and Angela R. Schalles and Robert J. and Beth Huntsinger received final approval for the creation of one lot out of 13.38 acres in Barry Township. Also receiving final approval was Kenneth K. Witner to create one lot from 21.237 acres in Barry Township and it is not for development. The land is located in an Agricultural Zone.Mahanoy City Borough received a conditional approval on its plan to convert 0.108 of an acre in the borough for use as a triplex housing unit.Building Expansion Big B Manufacturing Company received conditional approval to convert 9.39 acres into one lot for development in Upper Mahantongo Township. The land is zoned Agricultural. The intended use is for manufacturing.Spector Minor Subdivision and Annexation Company received conditional approval to convert 20.1313 acres in the Saint Clair Industrial Park, East Norwegian Township. The land is zoned Industrial Commercial.East Union plansThe board reviewed a number of subdivision plans submitted to local planning boards and to its own board to see they meet the county's land use plan.Eagle Rock Resorts Company submitted to East Union Township Planning Commission a plan which calls for creating 341 single family residential lots on 76.67 acres in its Hidden Forest Phase 4 Section Subdivision. The county board's comments on the plan were as follows:The Uniform Parcel Identifier (UPI) tax plan number has not bee certified for this plan and must be certified by the county's assessment office prior to recording in the Recorder of Deeds office; the developer intends to construct a new street to serve the proposed lots and the minimum construction of these improvements should be provided by the developer to the satisfaction of the municipality; and the owners signature, seal of certification of the engineer or surveyor and notary seal and official stamp of the county planning commission must be provided prior to recording.First Quality Nonwovens Inc. submitted a plan to East Union Township Planning Commission for construction of a 100,000 square feet warehouse expansion in the township for production, warehouse, and distribution of nonwoven textiles. After review the county planning board had the following comments:An UPI tax plan number has not been certified on this plan; Recorder of Deeds office will not accept plans for recording that are larger than 24 inches by 36 inches; and if it seeks a waiver it must state in full the grounds and facts of unreasonableness or hardship and the owner's signature; and notary seal must be provided prior to recording.Pine Grove Animal Clinic submitted a plan to the county board to develop a one acre tract located along SR443 in the village of Suedberg, Pine Grove Township, for construction of a veterinarian's clinic to be named "Pine Grove Animal Clinic." The county board's comments were as follows:The UPI (tax parcel) number for this tract has not been certified; must comply with Department of Environmental Protection regulations pertaining to its on-lot well proposed to supply water; and road frontage on SR443 needs an occupancy permit from PennDOT.The county board reviewed the plan for Chestnut Hill Phase IV development in North Manheim Township to add five single family detached residential lots proposed on an additional 1.938 acres.The board's comments included UPI tax parcel number must be certified and connection to a public sewer and water system must be approved by the governing sewer and water authorities.Proposed projectsThe county board reviewed a number of projects.McAdoo DG, LLC, notified the county it is proposing to develop a one story commercial store at the intersection of S. Hancock and W. Monroe streets, Kline Township, on behalf of the McAdoo Dollar Store. The proposed work will include construction of the proposed building, associated parking lot, storm, sewers, a stormwater infiltration facility and site utilities.Buck Mountain Wind Energy, LLC, notified the county that it is applying to DEP for a National Pollutant Discharge Elimination System (NPDES) permit for construction of a 35 -turbine wind energy facility in North Union Township. The project will include the installation of gravel access roads, a buried electrical collection system, and a substation and switch station.Van Hoekelen Greenhouses Inc., McAdoo, is making application to DEP for a public water supply permit which is required for the addition of a nitrate treatment system to the water system.
