Robin Hosier, 40, of 220 E. Snyder Ave., Lansford, faces charges of driving under the influence, periods for required lighted lamps, and careless driving. The charges are from an incident that took place on Dec. 8 on W. Patterson Street, Lansford.

According to an affidavit of probable cause filed by Officer Jason Helmer, here's what happened:At about 7:40 p.m. Dec. 8, Helmer was on patrol when he saw a dark-colored sedan going east on Patterson Street, without headlights or taillights. He followed the car, noticing that it was going slow and veering toward the shoulder of the road.He pulled the car over, and as he approached, he noticed two 30-pack cans of Natural Ice beer in the back seat. Upon making contact with the driver, he noticed she had a blank stare and appeared lethargic and sweaty. Her eyes were glassy, with pinpoint pupils.She fumbled through her wallet, taking longer than normal to find her driver's license.Helmer advised her that she was driving without lights, at which point she tried several times to turn on her headlights, but continued to pull in on the high beam activator instead of turning the light switch knob.Helmer detected a strong odor of alcohol as he spoke with Hosier. She denied having drunk any alcohol, and her male passenger said he was the one who had been drinking.Helmer asked Hosier to get out of the car for field sobriety tests. She complied, but walked slowly, and had a stagger in her step. During the tests, she showed signs of impairment, being unable to maintain balance, and showing lack of coordination and balance. Helmer told her she was under arrest, and would be taken to a hospital for chemical testing of her blood.Hosier told him, "I'm refusing."
