Joshua Robert McArdle, 21, of Tamaqua, has been arrested by state police at the Schuylkill Haven barracks on charges of indecent assault.

The incident happened at 2 p.m. Dec. 24 in the parking lot of the Boscov's Department Store at the Fairlane Village Mall, Norweigan Township. Police said he was seen masturbating in a blue minivan in the parking lot.
