State police at the Fogelsville barracks are investigating a theft incident that happened between Dec. 13-17 at the PennDOT headquarters on Lehigh Street in Allentown.

The victim is Bahaa J. Zazr of Bethlehem, who police identified as a Penn-DOT manager.Police said someone stole a Samsung Rugby II cell phone from his desk drawer.
