Eagle Rock receives extension for latest subdivision plans

An extension of time was granted Eagle Rock Resorts Inc., of Hazle Township, by the Schuylkill County Planning Commission to present its plan on it latest subdivision called Hidden Forest Phase 2 and 3 located in North and East Union townships, in action taken at its monthly meeting held at the courthouse in Pottsville.

"We have had multiple meetings and discussion's with their review engineer from Brinkash and Associates, of Ashland, and at this time we are waiting for the initial engineer's report," county engineer Lisa Mahall told the board in support of granting the extension.The board was notified by North Union Township supervisors that it has reviewed the revision to the official plan for the Hidden Forest development and that all information and supporting documents required are included in the plan.Other businessThe board reviewed subdivisions being handled by local planning commissions and a discussion took place on an issue raised by board member Anthony Prudenti as to the interpretation of the status pertaining to subdivisions, sketch plans, and annexations.Chairman Gary Bender explained that each municipality drafts its own ordinance and does not use the same wording. Executive director Sue Smith proposed when they submit their ordinances for review by the county board a suggestion can be offered on the wordings."We can't dictate to the local boards how they wish to proceed," Bender added.Two subdivision plans from Walker Township were among those reviewed.One plan seeks a boundary line adjustment between the property line from Thomas M. Lewis to Theodore T. and Catherine Lewis, located at 400 Wildcat Road (Township Route 509). The board endorsed the review.The second plan consisted of a sketch plan showing property of Paul W. and Mildred M. Wagner, who proposed Lot 3, containing 0.032 of an acre, owned by Edward and Carolyn Fisher, to be annexed to Lot 1, containing 1.468 acres, owned by Paul Wagner with Lots 2 and 4 to be retained by the owners.The lots are located along Shady Lane (Township Route 523). In its review of the sketch plan the board ruled the UPI (Uniform Parcel Identifier) for this tract has not been certified on this plan and must first be certified by the Schuylkill County Assessment Office prior to recording in the Recorder of Deeds Office.The commission also reviewed a number of projects undertaken in municipalities.Schuylkill Valley Sewer Authority notified the commission it is submitting an application to PA DEP Pennsylvania Department of Environmental Protection (DEP) for a National Pollutant Discharge Elimination System (NPDES) permit renewal for the Schuylkill Valley Sewer Authority Wastewater Treatment Plant whose discharge location is in Blythe Township.MaryD Community Association, Schuylkill Township, notified the commission it intends to submit an application DEP for an NPDES renewal for the MaryD Community Association water system.Lehigh Engineering, LLC, notified the commission that Ultimate Energy Source Inc. is seeking permits for a project in Ryan Township which includes the construction of a culvert in an existing drainage channel to provide access to a proposed solar farm project and also is seeking an individual NPDES permit for stormwater discharge associated with construction activities.Systems Design Engineering Inc. is applying for a general permit from DEP for a stormwater outfall structure along North Greenview Road in North Manheim Township.Mahanoy Township Authority is applying for a DEP dam permit for the Lofty Dam located in Kline Township. The project will consist of the construction of a concrete parapet to raise the dam four feet. The improvements are to allow the dam to safely pass the probable maximum flood without overtopping the embankment.Silberline Manufacturing Company Inc., 130 Lincoln Drive, Rush Township, is applying to DEP for an individual NPDES permit for stormwater discharge associated with industrial activities into the Nesquehoning Creek.
