Former Ryan Township tax collector faces arraignment hearing on thefts

William G. Wildoner, 72, of 689 Barnesville Drive, Barnesville, former Ryan Township Tax Collector, will be arraigned Monday morning in the Schuylkill County Court on theft charges.

Charges of one count each of theft by unlawful taking or disposing of funds and theft by unlawful taking or disposing of funds and two counts each of theft by failure to make required disposition of funds and receiving stolen property.Trooper Bernard Walasavage filed the charges claiming between Jan. 1, 2009 and Dec. 31, 2010 Wildoner allegedly collected tax monies which were to be turned over to Ryan Township, Mahanoy Area School District and the county of Schuylkill but instead converted the money to his own use. The monies from taxpayers were for use by the township, school district and county for the operation of entities and government operations.According to the police report, the incident surfaced after an investigation into the theft of tax money collected by the accused for the Mahanoy school district. It revealed the accused failed to report the tax money collected and kept the money for personal use. An additional investigation showed the same for county and township.It also claimed Wildoner used the funds to pay for medical bills, prescription bills and to cover gambling losses. In an additional investigation conducted by County Treasurer Jacquelyn McGovern, to whom the monies were to be turned into by Wildoner for distribution to the recipient parties, McGovern determined a total of $145,631.21 should have been turned over to the county for real estate taxes collected and $1,102.50 in personal taxes collected for a total of $146,733.71.Additional funds discovered missing were for Ryan Township real estate taxes totaling $38,560.71, and $1,102.50 in per capita tax, for a total of $39,663.21.The arraignment is before District Attorney Karen Byrnes Noon who will explain the charges filed, after which the defendant will enter either a plea of not guilty or guilty and request trial by jury.
