Charges of indecent assault have been filed by state police at the Fern Ridge barracks against Tito Huertas, 47, of Stroudsburg, following an incident at 1:45 p.m. July 7 in Jackson Township, Monroe County.

Police said the victim is a 50-year-old female who lives near Pennbrook and Fawn drives in the township.Police said she was mowing her lawn when Huertas stood in his yard, which is next to the victim's residence, and exposed and fondled himself in front of her.Police said the victim reported a previous occasion where a similar offense had occurred the week prior.
