State police at Fogelsville charged Kurt Ryan Kowalski, 26, of Ocean Grove, N.J., with driving under the influence of a controlled substance and possession of controlled substance/drug paraphernalia as the result of a traffic stop. He was contacted on Bake Oven Road at Railroad Road, Heidelberg Township, Lehigh County as the operator of an equipment violation.
